I assume you're talking about Willie Garson. No. It's not him.

I don't know the guy's name. It's a screen capture from one of Melodie McDaniels works...this one of a guy in a motel in the work she did with The Cranberries. Great video shot in greyscale. I think he fits the song's meaning quite well.
